Daniele Ruvinetti, an expert at the Italian Med-Or Foundation, has issued a warning about the risk of Libya sliding into violence as internal divisions continue to worsen, exacerbated by the absence of a UN envoy in the country.
Ruvinetti highlighted the possibility of a meeting between delegations from the Libyan Parliament and the High Council of State in Morocco in the coming days. This meeting aims to discuss the unification of institutions, electoral law, the path to reunification, and preparations for elections and national stabilization.
The Italian expert emphasized that the ongoing political stalemate is negatively affecting Libyan prosperity and citizens, who feel their desire for balance is fading. He stressed the need for another Skhirat-style conference, asserting that the solution lies with Libyan political actors and the involvement of international players who can guarantee a new balance – specifically Italy and the United States, in his opinion.
Ruvinetti explained that Italy has the capacity to act as a guarantor for Europe, while the United States could serve as a guarantor for regional players who may not seem invested in Libyan stability. He suggested that a second Skhirat agreement could be a crucial step, with the participation of the UN and the African Union in the dialogue.
The expert emphasized the importance of Libya’s stability for Mediterranean security. However, he cautioned that external intervention might not be welcomed by Libyans and could lead to internal destabilization.
